Military equipment, parts and technology are controlled by various countries. The import and export of these items often requires both an export license for the shipper and an end-user certificate for the consignee.

Due to the complex nature of international shipping it is often difficult to determine what is licensable, how to acquire a license and who is required to obtain an end-user certificate.
